A. INDIVIDUAL ITEMS: The following items will be voted on individually.

1. Personnel Appointments (Ms. Riley)
The administrative, certified and classified personnel presented have been screened by the Human Resources Department, and interviewed, and/or approved by the Principal or supervisor for each location.

2. Revision of the Following Policy: Policy BEC Executive Sessions/Open Meetings and Policy BG/BGC.BGD Policy Revision and Review/Board Review of Administrative Rules, First Reading (Mrs. Meek)
The Board conducts a systematic review of its policies on a cyclical basis to ensure continued alignment with current laws, regulations, and best practices. As part of this ongoing process, the policies referenced above have been identified as due for review/revision and are being presented for consideration and update as needed.
B. CONSENT ITEMS: The following items will be voted on as a group; individual items may be discussed prior to a vote being taken.

1. Ratification of Expulsions (Dr. Murphy)
The School Board, according to Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it is solely empowered to take the final expulsion action.

2. Release from ACPSD Requests 25-26 SY (Mrs. Meek)
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”

Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that nonresident students transfer into the District “the parent/legal guardian must assume responsibility for transportation. The Board will hold nonresident students to the behavioral and academic requirements set out in Policy JFAA, admission of resident students. The district may charge tuition to nonresident students seeking to enroll in district schools.”

6. META Data Center Community Action Grant Awards to Aiken County Public School District – FY26 (Dr. Edwards)
The Aiken County Public School District has received $43,688.00 in grant awards from the Aiken META Data Center Community Action Grant Program. The funds received will be used to fund four grant awards. These funds are to be used by the awardees to carry out the projects for which they requested a grant.

7. Submission of S.C. Arts Commission – Arts in Basic Curriculum Grant Application by East Aiken School of the Arts – FY27 (Dr. Edwards)

East Aiken School of the Arts would like to submit an application to the S.C. Arts Commission for the Arts in Basic Curriculum (ABC) Grant in the amount of $12,500.00. This is year two of a three year arts grant opportunity to provide a comprehensive and sequential arts education. The purpose of the ABC grant is to assist schools and districts in developing and implementing arts initiatives that support quality arts education programs that significantly improve student achievement in the arts. The monies will be used to fund substitute teachers for arts teachers to conduct strategic planning to implement arts integration strategies across all grade levels, equipment, supplies and materials for theatre, music, dance, and visual arts, informal and formal performances, professional development, and instrument repair/maintenance.

8. Submission of the Distinguished Arts Program (DAP) 2026-27 Arts Curricular Innovation Grant (ACIG) Application by East Aiken School of the Arts – FY27 (Dr. Edwards)

East Aiken School of the Arts would like to submit a grant application to the SC State Department of Education for the Distinguished Arts Programs (DAP) Arts Curricular Innovation Grant (ACIG) in the amount of $18,000.00. This grant will assist in developing and implementing arts initiatives that support quality arts education programs and significantly improve student achievement in the arts. Distinguished Arts Program (DAP) grants provide funds for one-year projects that support the visual arts, music, theatre and/or dance programs. Funds will be used for professional development, materials and supplies for classes and student performances, and artist in residence activities.

9. Request for Proposals for Network Upgrades (Mr. Traxler)
Proposals were sought for various network upgrades and to enhance network capabilities throughout the District. The deadline for submission was March 11, 2026, at 2:00 p.m. Services will be coordinated through the District’s Technology Department.

10. Design development plans and preliminary budget for the South Aiken High School Renovation/Addition Project (Dr. Yarborough)
The administration has completed the scope of educational needs for the South Aiken High School renovation and addition. The architectural firm Cheatham Fletcher Scott Architects (CFS) has utilized this scope to produce design development plans and preliminary budget for renovation and addition. The estimated construction budget is $56,500,923. The overall budget includes design, advertising, FFE, and owner contingency for a total of $65,983,110. The scope of this work includes a new addition and renovation of the existing campus and use of 2024 1% funds.

11. Design development drawings and budget for the Silver Bluff High School Renovation/Addition Project (Dr. Yarborough)
The administration, in conjunction with McMillian Pazdan Smith (MPS) architecture, has completed the design documents for the Silver Bluff High School. The current estimated construction budget is $46,020,551. The overall budget includes design, advertising, FFE, and owner contingency for a total of $55,790,889. The scope of work would be to build new additions at Silver Bluff High School and minimal renovations of existing classrooms. The project will be funded using 2024 1% funds.
