  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or Supervisor for each location.
 
  1. Results from Annual Financial Audit for the Fiscal Year Ended June 30, 2023 (Mr. Traxler)
 
State law requires school districts audited financial statement to be submitted to the South Carolina Department of Education by December 1 each year.
 
  1. Consideration of Special Programs Proposal (Mr. Traxler)
 
Due to an increasing number of students requiring evaluations, coupled with the modified school calendar, school psychologists are required to work outside of their normal 200-day work calendar in order to comply with Federal and State timelines related to IDEA evaluations.
 
  1. Adoption of the Following Policy:  Policy GBEBE Gavin’s Law (Sexual Extortion) (Staff), Second Reading, Policy JICFB Gavin’s Law (Sexual Extortion) (Students) Second Reading (Dr. Minolfo)
 
Names after Rep. Brandon Guffey’s son Gavin Guffey, the General Assembly passed a new law establishing sexual extortion and aggravated felony extortion as criminal offenses and setting prison sentences for each.This law amends the South Carolina Code of Laws to add Section 16-15-430.One of the statutory requirements is for school districts to collaborate with the State Department of Education (SCDE), the South Carolina Law Enforcement Division (SLED), and the Attorney General’s (AG) office, to implement a policy to educate and notify students of the provisions of the new law.To satisfy the collaboration component on behalf of our member districts, the South Carolina School Boards Association (SCSBA) facilitated support of the attached model policies by the three named agencies.
 
 
 

B.CONSENT ITEMS:   The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
 
  1. Ratification of Expulsions (Mr. Laurence)
 
The School Board, according to the Code of Laws for South Carolina Section
 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
  1. Submission of Grant Application by the Division of Human Resources and Administration for the South Carolina School Boards Insurance Trust Risk Control Grant – FY24 (Mrs. Hart)
 
The Division of Human Resources and Administration would like to submit a grant application for a $49,482.19 South Carolina School Boards Insurance Trust Risk Control Grant.
 
  1. 2023 New Irrigation System at Silver Bluff High Softball and Baseball Fields (Dr. Murphy)
 
Bids were received for the 2023 New Irrigation System at Silver Bluff High Softball and Baseball Fields on November 28, 2023, at 2:00 p.m. and publicly opened.
 
 
  1. Request for Proposals for 2023 Annual Contract for Pressure Washing Districtwide for Aiken County Public Schools. Bid#2023-0003 (Dr. Murphy)
 
2023 Annual Contract bid for Pressure washing exterior walls and sidewalks coordinated through the Facilities Construction Department or the Maintenance Department. After evaluation of the proposals received, the Selection Committee believes the District would be best served if two companies were selected:Midland Pressure Washing and Jet Set 2.
 
  1. Custodial Equipment for the Aiken County Public School District (Dr. Murphy)
 
The current contract for Custodial Equipment expired October 10, 2023, On October 30, 2023, a Request for Proposal for Custodial Equipment was posted on the district website.BidNet Direct, SCBO, and advertised in the Aiken Standard. On November 29, 2023, one proposal was received from Augusta Janitorial Supplies & Equipment.
