A.INDIVIDUAL ITEMS

 
  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or Supervisor for each location.
 
 
  1. Re-employment of Certified Personnel for the 2023-2024 School Year (Mrs. Hart)
 
Personnel are employed for a one-year period by the Board of Education.According to state law, certified personnel must be informed by May 1st of their employment status for the ensuing year, or they will automatically be deemed “re-employed.”Pursuant to procedures previously approved by the Board, certified persons not otherwise subject to special conditions or requirements and whose contract entitlements are not affected by reassignment, are recommended as a group for re-employment for the following year (with the exception of employees who have given notice of their retirement or have indicated an intention to resign prior to the start of the next school year).
 
  1. Re-employment of Certified Personnel, Subject to Certain Conditions for the 2023-2024 School Year (Mrs. Hart)
 
Personnel are employed for a one-year period by the Board of Education.According to state law, certified personnel must be informed by May 1st of their employment status for the ensuing year, or they will automatically be deemed “re-employed.”Many certified employees who are otherwise recommended for employment for the next school year must nevertheless meet certain qualifying conditions or stipulations. These may be in order to qualify for the continuation of employment, or they may be conditions affecting their status for the following year.(Appearance of names of employees on this list should not give rise necessarily to a perception of a problem or concern, as many of the required stipulations are very routine in nature, as already mentioned).
 
  1. District Strategic Plan (Dr. Minolfo)
 
Each school district must develop a five-year district strategic plan, and each school must develop a five-year school renewal plan as required by the Early Childhood Development and Academic Assistance Act of 1993 and the Education Accountability Act of 1998.District and school plans shall coordinate and align improvement initiatives (State Board Regulation 43-261).As part of a continuous improvement process, each district is required to submit an update to its strategic plan every spring.
 
 
 
  1. 2023-2024 Budget – First Reading (Mr. Traxler)
 
In its 2023-2024 budget calendar, the Board scheduled presentations of the first reading of the budget for April 18, 2023, and the second & final reading for May 23, 2023.
 
A budget hearing is scheduled to be held during the May 9, 2023, Board Meeting.
 
 

B.CONSENT ITEMS:  The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
 
  1. Ratification of Expulsions (Mr. Laurence)
 
The School Board according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
 
  1. Out-of-District Transfer Requests 2023-2024 – Transfers Out (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”

Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The board will hold nonresident students to the behavioral and academic requirements set out in policy JFAA, admission of resident students. The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
 
  1. Request to Admit Foreign Exchange Students (Dr. Minolfo)
 
School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County.
 
 
 
 
 
 
  1. Textbook Adoptions for 2023-2024 (Ms. Dove)
 
The District examines and evaluates textbooks adopted by the State for use in the classroom and recommends to the School Board those selected by teacher committees for our district. Upon approval by the School Board and funding by the State, schools may proceed to order those textbooks from the State Textbook Depositary.
 
  1. Aiken Standard Community Christmas Card Donation to Aiken County Public School District – FY23 (Dr. Edwards)
 
The Aiken County Public School District has received a $9,058.00 donation from the Aiken Standard Community Christmas Card program.Each year a different group of schools receives the funds on a rotating basis.The high schools are the recipients this year.The funds are raised with the intent of supporting students who may need shoes, clothing, bookbags, personal hygiene items, food pantry items, etc. and will be used accordingly based on individual student needs.
 
  1. United States Marine Corps – Wunderman Thompson Donation to North Augusta High School – FY23 (Dr. Edwards)
 
North Augusta High School has been given a $2,475.00 donation from the United States Marine Corps through Wunderman Thompson for their wrestling team.  The funds will be used to purchase new uniforms for the high school’s wrestling team.
 
 
  1. Submission of the COVID-19 Public Health Workforce Development Grant – Aiken County Public School District – FY24
 
The ACPSD Division of Operations and Student Services would like to apply for the COVID-19 Public Health Workforce Development Grant in the amount of $31,920.00 through the South Carolina Department of Health and Environmental Control.These funds will be used to purchase four vision screeners.These screeners will be made available to schools across the districts as needed to provide student vision screening services.
 
  1. Head Start Cost of Living Adjustment (COLA) & Quality Improvement Funding Application – FY23 (Dr. Edwards)
 
The school district was approved for a five-year Head Start/Early Head Start grant in May of 2020, and the 5-year project period began on July 1, 2020 and extends through June 30, 2025.
 
 
  1. Aiken County Public School District (ACPSD) Head Start/Early Head Start Program Selection Criteria Revision – FY23 (Dr. Edwards)
 
The school district was approved for a five-year Head Start/Early Head Start grant in May of 2020, and the 5-year project period began on July 1, 2020 and extends through June 30, 2025.
 
  1. Aiken County Public School District (ACPSD) Head Start/Early Head Start Program Request for Disabilities Waiver – FY23 (Dr. Edwards)
 
The school district was approved for a five-year Head Start/Early Head Start grant in May of 2020, and the 5-year project period began on July 1, 2020 and extends through June 30, 2025.
 
  1. Aiken County Public School District (ACPSD) Head Start/Early Head Start Program COVID-19 Mitigation Policy – FY23 (Dr. Edwards)
 
The school district was approved for a five-year Head Start/Early Head Start grant in May of 2020, and the 5-year project period began on July 1, 2020 and extends through June 30, 2025.
 
  1. Construction Bids for the 2023 Scrubbing and Coating of Gymnasium Floors (Dr. Murphy)
 
Bids were received for the 2023 Scrubbing and Coating of Gymnasium Floors March 14, 2023 at 1:00 p.m. and publicly opened.
 
  1. 2023 Installation of Flooring at J.D. Lever Elementary (Dr. Murphy)
 
Bids were received on April 11, 2023, at 2:00 p.m. and publicly opened for the 2023 Installation of Flooring at J.D. Lever Elementary.
 
  1. Change Order #1 for 2022 Replacement of Windows at Clearwater Elementary (Dr. Murphy)
 
Change Order #1 for 2022 Replacement of Windows at Clearwater Elementary, a credit for unused allowance items for $15,000.00.
