    1.         Legislative Update (Mr. Liner)
 
 
2.         Construction Status Reports for the Aiken High School Phase 2B Addition Project (Dr. Foster)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
 
 
3.         Construction Status Reports for the North Augusta High School 2B Addition Project (Dr. Foster)
 
            In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
 
 
  1. CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 
1.         Ratification of Expulsions (Dr. Alford)
 
            The School Board, according to the Code of Laws of South Carolina, Section 59-63-240, is authorized to expel students from school.  Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final action.
 
 
2.         2018 Painting of Oakwood-Windsor Elementary and J.D. Lever Elementary (Dr. Foster)
 
            Bids were received on April 19, 2018, at 2:00 p.m. and publicly opened for the 2018 Painting of Oakwood-Windsor Elementary and J.D. Lever Elementary.  There were 2 bidders for this project with the lowest responsible and responsive bidder being Taylor Made Contracting Construction Group, LLC of Camden, SC:  Base Bid A ($83,238.00) for Oakwood-Windsor Elementary and Base Bid B ($78,940.00) for J.D. Lever Elementary.   The contractor cannot honor the Base Bid B price presented after bids were received and the next contractor is over budget to paint J.D. Lever Elementary.  The Five-Year Facility Improvement Plan for 2018-2019 has the funds needed to complete the Oakwood-Windsor Elementary project.  Total contract is in the amount of $83,238.00.
 
 
3.         Construction Bids for the 2018 Scrubbing, Sanding & Coating of Gymnasium Floors District Wide for Aiken County Public Schools (Dr. Foster)
 
            Bids were received for the 2018 Scrubbing, Sanding, Coating of Gymnasium Floors District Wide on April 10, 2018 at 2:00 p.m. and publicly opened.  There were 4 bidders with Royalwood Associates, Inc. submitting the lowest responsible and responsive bid in the amount of ($20,514.00) for Base Bid A; ($10,270.00) for Base Bid B; and ($9,286.00) for Base Bid D for a subtotal of $40,070.00.  The Flooring Connection, LLC submitting the lowest responsible and responsive bid in the amount of ($57,861.50) for Base Bid C.  Total project cost would be $97,931.50.  The Five-Year Facility Improvement Plan for 2018-2019 has the funds needed to complete these projects.
 
 
4.         William W. Carmichael Donation to Jefferson Elementary School Library – FY18 (Dr. Washington)
 
            Jefferson Elementary School Library was given a $3000.00 donation from William W. Carmichael.  The funds from this donation will be used to purchase library materials, as needed.
 
 
5.         William W. Carmichael Donation to Clearwater Elementary School Library – FY18 (Dr. Washington)
 
            Clearwater Elementary School Library was given a $3000.00 donation from William W. Carmichael.  The funds from this donation will be used to purchase library materials, as needed.
 
 
6.         Paving Projects District-Wide for Aiken County Public Schools (Dr. Foster)
 
            On May 14, 2018, the Selection Committee reviewed and ranked the qualifications of Paving Contractor firms interested in performing district-wide paving, per the Five Year Facility Improvement Plan or as needed.  The committee was composed of the following: Kevin Chipman, Director of Facilities Construction; Charles Kip Gunter, Director of Maintenance Operations; and Dr. Tim Yarborough, Director of Operations.
 
 
7.         Construction Bids for the Curb Appeal Landscaping Project Phase III (Dr. Foster)
 
            Bids were received for the Curb Appeal Landscaping Project Phase III on April 18, 2018 at 2:00 p.m. and publicly opened.  In December 2017, the board approved a one-timer transfer of funds for landscaping.  There was one bidder with The Groves Nursery, Inc. submitting the lowest responsible and responsive base bid in the amount of $236,025.00.
 
 
8.         Updated Textbook Adoptions for 2018-19 (Mr. Laurence)
 
            The District examines and evaluates textbooks adopted by the State for use in the classroom and recommends to the School Board those selected by teacher committees for our district. Upon approval by the School Board and funding by the State, schools may proceed to order those textbooks from the State Textbook Depository.
 
 
  1. INDIVIDUAL ITEMS:
 
1.         Personnel Appointments (Ms. Hart)
 
            The certified and classified personnel presented have been screened by the Human Resources Department and interviewed and approved by the Principals and Executive Directors.
 
 
2.         Out-of-District Transfer Requests (Mr. Laurence)
 
            Board Policy JFABC allows the Aiken County Board of Education to arrange with the other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, ‘the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
3.         Resolution Declaring the Results of the May 1, 2018, School Bond Referendum for the Consolidated School District of Aiken County for Authority to Issue One or More Series of General Obligation Bonds for Capital Projects as Set Forth, Not to Exceed $90,000,000.00 Total
 
            The Board of Education authorized, advertised, and held through the assistance of the respective Boards of Election for Aiken County and Saluda County a Proposition for the Issuance, in one or more series, total General Obligation Bonds not to exceed $90,000,000.00 total for the six listed capital projects described in the Question.  The election was duly held on May 1, 2018, and was passed by a majority of those voting, as certified to the Board of Education by the respective Elections Boards of Canvassers.
 
 
4.         2018-2019 Budget – Final Reading (Mr. Traxler)
 
            In its 2018-2019 budget calendar, the Board scheduled presentation of the first reading of the budget for April 17, 2018 and the second and final reading for May 22, 2018.
