A.             INFORMATIONAL ITEMS: The following items are for information only and do not require Board action.
 
 
1.         Financial Report, as of May 31, 2014 (Mr. Traxler)
 
                        The financial report of May 31, 2014 is submitted in the approved format.
 
  
 
2.         Facilities Construction Department Quarterly Change Order Notification (Mr. Caver)
 
Policy FGG sets the limit of approval for construction change orders by the Superintendent or designee up to $15,000.00. The policy requires a summary of such change orders to be presented to the Board at least once a quarter for notification.

B.             CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
 
 
  1.              Ratification of Expulsions (Dr. Everitt)
 
The School Board, according to the Code of Laws for South Carolina Sections 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
  
 
 2.              Out-of-District Transfer Requests (Dr. Stowe)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
  
 
   3.         McKinney-Vento Homeless Assistance Act Grant Submission – FY15 (Mr. Laurence)
  
The South Carolina Department of Education makes grants subject to available funds to local educational agencies (LEAs) for the purpose of facilitating the enrollment, attendance, and success of homeless children and youths in schools. In January 2002, the No Child Left Behind Act reauthorized the McKinney Act, now the McKinney-Vento Act, which provides grants of up to $50,000 to assist LEAs in providing services to homeless school-aged children in South Carolina. Many of these children live in shelters or transitional housing; some stay with relatives; others may live in cars, abandoned buildings, or other precarious accommodations.
 
  
 
  4.         Change Order Number 2 for the Selective Roof Replacement & Repairs at Greendale (Mr. Caver)
 
Change Order Number 2 consists of roof system repairs/modifications required due to the new mechanical system upgrade package at Greendale Elementary in the amount of $87,565.00.
 
  
 
   5.         Change Order Number 1 to the Upgrade of the Existing Electrical Systems at Byrd Learning Center (BLC) (Mr. Caver)
 
               Change Order Number 1 consists of installing additional welding booths at SAHS and replacing existing controls to automatic logic controls at BLC in the amount of $120,651.67.
 
  
 
   6.         2014 Replacement of Bleachers at North Augusta High School (Mr. Caver)
 
Bids were received for the 2014 Replacement of Bleachers at North Augusta High on July 9, 2014 at 2:00 pm and publicly opened. There was one bidder with MasterCraft Renovations Systems LLC submitting the lowest responsible and responsive bid of $66,850.00. Total project cost would be $80,000.00 which includes administration costs.
 
      
 
   7.         Issuance and Sale of General Obligation Bonds, Series 2014 (Mr. Traxler)
 
Section 15 of Article X of the Constitution of the State of South Carolina provides that subsequent to November 30, 1982, school districts of the State may incur bonded indebtedness in an amount not exceeding eight percent (8%) of the assessed value of all taxable property therein.
 
The School Board approved issuance of $17.5 million bonds in the District’s adopted 2014 – 2015 budget and as part of the District’s Five Year Facilities Plan. 
 
  
 
C.        INDIVIDUAL ITEMS:
 
 
    1.         Personnel Appointments (Dr. Hewett)
 
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and the Academic Officers.
 
  
 
    2.         Changes to Policy IKA Grading/Assessment Systems – First Reading (Mr. Burkhalter)
 
The District’s present policy no longer conforms to present rulings by the State Department of Education. Accordingly, the changes to our present policy are being provided to you. This policy deals generally with all of the grading and assessment systems utilized by the Department of Instruction.
  
 
 
3.         Discussion on Question Relative to the 1% Educational Capital Sales and Use Tax (Mr. Burkhalter)
