A.                  INFORMATIONAL ITEMS: The following items are for information only and do not require Board action.

 B.                 CONSENT ITEMS: The following items will be voted on as a group. Individual  
                items may be discussed prior to a vote being taken.
 
 
1.                  Ratification of Expulsions (Dr. Everitt)
 
The School Board, according to the Code of Laws of South Carolina Sections 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
  
2.             Out-of-District Transfer Requests (Dr. Stowe)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
  
3.             The Removal and Disposal of Asbestos Containing Materials Project (Mr. Caver)
 
        Bids were received for The Removal and Disposal of Asbestos Containing Materials Project for a condemned building located at the Operation Center Facility and 13 Portable Style Classroom Units to be demolished with 11 requiring abatement activities prior to demolition on May 16, 2012 at 2:00 and publicly opened. There were 7 bidders with the lowest base bid being submitted by Target Contractors, Inc. in the amount of $17,480.00. The alternate bid of demolition of 13 Portable Classroom units included units at Edgefield Avenue and behind New Ellenton Middle School. In addition, other abatement activities as a Time and Material basis is needed for PA installations at Gloverville Elementary and Leavelle McCampbell Middle. This project will be funded through the Five Year Facility Improvement Plan asbestos account. 
 
  
4.           Public Education Partners Donation to Aiken County Career and Technology Center – FY12 (Mr. Laurence)
 
Public Education Partners made a $7,500 donation to Aiken County Career and Technology Center. Funds from this donation will be used to purchase the materials and supplies needed for the 10th grade students participating in our survey/exploratory CATE program. These funds allow the 10th grade students to participate in the exploratory program without having to pay any program fees.
 
 
                5.            The Aiken Golf Club Donation to Aiken High School Culinary Department  
                               – FY12 (Mr. Laurence)
 
Aiken High School Culinary Department was given a $2,880 donation from The Aiken Golf Club. Funds from this donation will be used for instructional materials, registration fees for students to enroll in the National Restaurant Association’s ServSafe Management online course, and Fall, State and National Leadership Conference expenses.
 
  
6.            Kimberly Clark Foundation Grant to South Aiken High School – FY12 (Mr. Laurence)
 
South Aiken High School Athletic Operations has been awarded a $2,000 grant for the baseball team from the Kimberly Clark Foundation on behalf of the Kimberly Clark Community Partners program. The funds will be used to purchase equipment for the baseball team.
 
  
7.            Savannah River Remediation, LLC Grant to Redcliffe Elementary School – FY12 (Mr. Laurence)
 
Redcliffe Elementary School was awarded a $1,639 grant from Savannah River Remediation, LLC. Funds from this grant will be used to purchase math manipulative kits for each of the six second grade teachers. The kits include instructional materials and hand-on manipulatives for Common Core State Standards.
                         
 
                8.                 Savannah River Remediation, LLC Grant to Clearwater Elementary
        School– FY12 (Mr. Laurence)
 
Clearwater Elementary School was awarded a $3,200 grant from Savannah River Remediation, LLC. Funds from this grant will be used to purchase four FOSS kits and two refills packages. These kits will allow students to do hands-on activities in science.
 
 
9.               Savannah River Remediation, LLC Grant to Byrd Elementary School –   
                 FY12 (Mr. Laurence)
 
Byrd Elementary School was awarded a $2,000 grant from Savannah River Remediation, LLC. Funds from this grant will be used to purchase Saxon Math to supplement math instruction for the kindergarten students.
 
  
10.          Resolution to Authorize the Issuance of a Tax Anticipation Note (TAN),   
                Series 2012, Not Exceeding $2,800,000 (Mr. Traxler)
 
         In 2002, the South Carolina Association of Governmental Organization      (SCAGO) was formed to provide school districts opportunities to take advantage of their combined resources in financial markets. The SCAGO TAN Program is one such opportunity.
 
  
C.        INDIVIDUAL ITEMS:
 
 
1.         Personnel Appointments (Dr. Hewett)
 
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and the Academic Officers.
  
 
2.            Resolution to Authorize the Issuance and Sale of General Obligation Bonds, Series 2012, Not Exceeding $18,000,000 (Mr. Traxler) 
 
Section 15 of Article X of the Constitution of the State of South Carolina provides that subsequent to November 30, 1982, school districts of the state may incur bonded indebtedness in an amount not exceeding eight percent (8%) of the assessed value of all taxable property therein.
 
  
                3.             Aiken High School Addition Phase I Project (Mr. Caver)
 
Bids were received for Aiken County Public Schools, Aiken High School Addition Phase I Project on June 5, 2012 at 2:00 p.m. and publicly opened. Bids were received from 9 vendors with H.G. Reynolds Co., Inc. submitting the lowest total bid of $8,680,100.00.   Base bid $8,364,000.00 and alternate #1 includes a new parking lot for students in the amount of $316,100.00.
