  1. INFORMATIONAL ITEMS:  The following items are for information only and do not require Board action.
 
    1.         Legislative Update (Mr. Liner)
 
 
 
2.         Facilities Construction Department Quarterly Change Order Notification (Dr. Foster)
 
            Policy FGG sets the limit of approval for construction change orders by the Superintendent or designee up to $15,000.00.  The policy requires a summary of such change orders to be presented to the Board at least once a quarter for notification.
 
 
 
3.         Report of Minority Purchases for the Fiscal Year ended June 30, 2018 (Mr. Traxler)
 
            The District Procurement Code XVI-B-4 requires an annual reporting of purchases made from minority vendors.
 
 
 
4.         Report of Sole Source & Emergency Purchases for the Fiscal Year ended June 30, 2018 (Mr. Traxler)
 
            The District Procurement Code section IX-C-1 requires annual reporting of the purchases made under the sole source and emergency provisions of the Code.
 
 
 
5.         Financial Report, as of May 31, 2018 (Mr. Traxler)
 
            The financial report of May 31, 2018 is submitted in the approved format.
 
 
  1. CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 
1.         Donation from Shaw Industries Group to Aiken High School – FY18 (Mrs. Glover)
           
            The Aiken High School Robotics Team was awarded a $2000.00 donation from the Shaw Industries Group.  The funds from this grant will be utilized to purchase new robot parts for their upcoming VEX season.
 
 
 
2.         Budget Adjustment #1; Fund #1, 3, and 9 (FY19) (Mr. Traxler)
 
            The Business Services Department periodically submits adjustments to the approved budget as may be required in the conduct of operations.
 
 
 
3.         Issuance and Sale of General Obligation Bonds, Series 2018A (Mr. Traxler)
 
            Voters approve the issuance of general obligation bonds not to exceed $125,000,000 as a companion to the sales tax referendum approve on November 4, 2014.  Ballot language allowed for a single issuance or multiple issuance with the debt serviced through the collection of the sales tax.  Bonds proceeds were/are restricted to financing five construction projects: Aiken High, North Augusta High, the now complete Leavelle McCampbell Middle, Ridge Spring-Monetta K-12 campus and the Aiken County Career & Technology Center.
 
 
 
4.         A Request for Permission to Proceed with Entering Into a Contractual Agreement with Energy Services Contractor ABM (Dr. Foster)
 
            ABM is an energy services contractor that assists clients as school districts, municipalities, and private industries with implementing capital improvements which are financed through energy/utility savings, ABM serves as the general contractor and hires subcontractors to perform necessary construction and retrofits.  The scope of work is chosen by the client after ABM conducts a detailed investment grade audit of all facilities.  ABM guarantees the client will realize energy/utility savings that meet or exceed the cost of the construction and retrofits.  All energy/utility savings do not meet or exceed the cost of construction and retrofits.  ABM reimburses the client for the amount of the deficit.
 
 
 
5.         Design Development Presentation and Budget for New Area 3 Elementary Project (Dr. Foster)
 
            As part of the agreement between the Architects for this project Goodwyn Mills Cawood (GMC) and the administration, the architect shall present the proposed design development plans and budget to the Aiken County School Board for approval.  The current project budget is $6,500,000.00.  Goodwyn Mills Cawood (GMC) will provide a revised 3rd party detailed cost estimate and project budget summary to the board on July 17, 2018.  The overall budget has a 5% contingency.  The administration is reviewing estimates and minimum scope changes.

1.         Personnel Appointments (Ms. Hart)
 
            The certified and classified personnel presented have been screened by the Human Resources Department and interviewed and approved by the Principals and Executive Directors.
 
 
 
2.         Out-of-District Transfer Requests (Mr. Laurence)
 
            Board Policy JFABC allows the Aiken County Board of Education to arrange with the other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, ‘the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
